Default Skylake graphics will be supported in OpenBSD 6.2

It's among the many recent developments of note now occuring to OpenBSD.

Update inteldrm to code based on Linux 4.4.70. This brings us support for Skylake and Cherryview and better support for Broadwell and Valleyview.
Many will be pleased by Skylake support in OpenBSD.

Personally I hope my Sandy Bridge laptop will not broke until next (post-6.2) major Intel's GPU driver update (year and half, maybe slightly more?) and then I will buy something based on Kaby Lake or Coffee Lake. Hardware decoding of 10-bit HEVC videos is interesting to me, even if I would need to reboot to Gnu/Linux or Windows sometimes.

There are some not really needed changes but at least that syncs some code
with linux for the future as well.

I am sending this diff to tech@ so that we can get more tests. You can run
this with !kabylake as well to see if there is any regression.
