I assume you need floppies to boot your laptop, cause you can't boot with cd-rom.... (otherwise use CD to boot)
Now i assume you got floppy image: If you got any PC with CD-Rom you can reboot with LiveFS cd or some linux live CD and run dd Code:
$ dd if=/path/to/floppy/image of=/dev/fd0 |

If you're a Windows user trying to write out floppy images, try rawwrite.

You can download rawrite.exe from one the OpenBSD mirrors. For example from
ftp://ftp.calyx.nl/pub/OpenBSD/4.4/tools
