Default Using haskell's cabal on OpenBSD 6.2

I came across Deftly.net's guide to Using cabal on OpenBSD because many of my workflows involve pandoc, and I don't yet have the chops to port pandoc myself. You'll be able to install other haskell-based tools as well after following this guide.

It works for me, so I hope others find it useful as well.
