Look at pppd(8), ppp(8), & Section 6.5 of the FAQ. In fact, Section 6 covers most major networking topics with OpenBSD.

How is your modem attached? Internal, serial, USB? With your modem attached, provide the entire output of dmesg(8) so we can see.

Since you didn't do as asked, and supply a dmesg, I'm going to have to use my crystal ball and make the following assumption: Your modem is a Winmodem, and is therefore not supported. I'm also going to assume your platform uses the i386 architecture. If either of those is wrong, it is because you did not supply requested information.

From www.openbsd.org/i386.html:

You omitted the top of the file, most importantly.. the version of OpenBSD.

Code:
vendor "Toshiba", unknown product 0x0d01 (class wireless subclass IrDA, rev 0x00) at pci0 dev 9 function 0 not configured
If this is the modem, then it's unsupported.. as mentioned by jggimi.

Otherwise it could be an integrated AC97' softmodem, which are also unsupported.

BSDfan jumped in. The IrDA is an infrared serial connection, not a modem.

Here's what I was typing....

That is a fragment of a dmesg. You may find a more complete dmesg in /var/run/dmesg.boot. A complete dmesg begins with two lines that match what appears when you issue:

$ sysctl kern.version

And the dmesg ends with "root on..." as yours does. Those first two lines tell us the release, flavor, and architecture of your OS. I'm still going to guess i386.

Winmodems are the most common "built-in" modems on Intel-based hardware, by a very large percentage. In my experience, that approaches 100%.

When you look in a dmesg, if you see the phrase "not configured" this is the kernel telling you "I found this device, but I do not have a driver for it, or cannot load a driver I do have for some reason."

In your fragment, I find it three times:
Code:
acpi at bios0 function 0x0 not configured
vendor "Toshiba", unknown product 0x0d01 (class wireless subclass IrDA, rev 0x00) at pci0 dev 9 function 0 not configured
isa at piixpcib0 not configured
Based solely on this incomplete fragment:
  • I will guess that your hardware is using APM; either APM or ACPI may be used, but not both, and the kernel selected APM.
  • There is no IrDA driver for OpenBSD, so that does not concern me.
  • There is a problem configuring your second ISA bus, the one connected to the Intel PIIX4 ISA bridge, which probably houses a Winmodem.

I don't think that's the issue, the PCI-to-ISA attachment failed.. so it dropped to the legacy isa0 at mainbus method, there is only ever 1 ISA bus.

We don't know enough about his system, as he doesn't appear very forthcoming, but it could be a one of those "sound card" modems.

They seem to be popular these days, essentially they're the same as a PCI Winmodem.. all the functionality is moved into the Windows driver, it's very messy stuff.

Ah.

If this were my system, I'd be using boot -c and taking a verbose dmesg to see what was up with the ISA probe, and seeing if ACPI instead of APM made a positive impact.

None. If you -must- use a Winmodem, you -must- use another OS.

(FYI: 4.4, in its entirety, has been unsupported since 18 October 2009.)
