Default OpenBSD -current moves to 5.9-beta

With these two commits, the beta testing period for 5.9-release began.

OpenBSD -current users are encouraged to test, test, test, and submit bug reports to the Project well before the 5.9 development window closes. That may be in mid to late February as the project typically prepares the May releases in early March.

Does this mean that ports tree is locked or is going to be locked soon?

Yes, for any definition of "soon" which is "...at some point before the end of February." Ports tree lock typically occurs some weeks prior to release lock.
