So a 'free' cloud service, doesn't delete user data, when it says it does... considering their history it's unsurprising.

I use one. Tarsnap. It gets a collection of what appear as random ones and zeros from my servers every day. If anyone steals the data, or intercepts it while in transit, they can have my random ones and zeros.
If any agency forces them to divulge the data, I suppose they can sort through the bits and put them in different boxes. They could put the zeros in a green box and the ones in a blue box.
