Default finding packages denpendencies with no internet connection

I am building a laptop with OpenBSD. This is my first OpenBSD install. The laptop has no network access and I'd like to fetch the few packages that I need for the machine but I can't seem to find a way to get the dependency list. I have no other OpenBSD machine or access to any.
