There are dozens- if not hundreds- of hackers and former hackers within the US who have the power grid information.
Any web page that is not secured and does not use html, java, javascript, php, or what-have-you properly is a turkey waiting to be shot.
The quantity of money seems to be more important than the quality of software and hardware.

I read through the article.

The con{fidence} {wo}man knows his/her victims.

Poor code, poor research, taking things for granted,et cetera and al.
