Default Certification Authority

I need recommendation for Certification Authority which will issue me
free certificate for signing and encrypting emails with OpenSSL.

Self-signed certificates are not sufficient?

If you require a 3rd party CA, you can Google for "Certification Authority" and "free", and you'll find services like this one: http://cert.startcom.org/

Another cert authority that offers free services is: http://www.startssl.com/

edit: Never mind. Same service as previously mentioned.

What about CAcert?

I don't see why you would need one though, the whole point of a authority is you're paying a 3rd party to verify your authenticity, a free service kinda makes the whole process redundant.. many people don't even trust CAcert because it's used by malicious people.

Why not use PGP for email? or.. OpenSSL with a shared passphrase? would make a lot more sense.
