Default OpenBSD 5.7, high idle interrupts with stable amd64

Running stable OpenBSD 5.7 amd64 and in the top I see high interrupt CPU utilization despite machine being idle.
This happens when the network is in peak use. And then my network is slow.
The top command returns the following:

Could you please post your dmesg? When you said stable. How did you get there, applying patches or compiling from the source? Have you played with kernel conf before compiling?

You have a lot of ARP issues on vlan172. This points to either a misconfigured network, or devices conducting penetration testing of network protocol stacks. Do you have devices on that network running network security analysis, such as with Ettercap?

It's likely whatever is going on on that network is driving the high interrupt rate. Fix the ARP issues, and see if interrupts return to normal levels.

Neither ethercap this finding that mac address.
Looking at http://www.coffer.com/mac_find, to know that the manufacturer is Samsung.
As I have wifi network, it must surely be a mobile phone or tablet.
Although I will investigate further with wireshark. I was in my unmanageable switches and not meeting this mac. Sinister ...
About the slowness in peak schedule, reading some more, I looked on network tuning in openbsd.
The https://calomel.org/network_performance.html site talks about it.
Follow the topic OpenBSD v5.1 and later network stack "speed_tweaks" and performance improved 90%.
With this, my interrupt rates fell slightly.
I think we lacked that tuning to improve.
Any others use some parameter to increase this performance?

my network this way: I have a network card on the router and another where my VLANs.
In /etc/rc.local I have some entries using dhcrelay, like this:
dhcrelay -i vlan6 192.168.100.200
dhcrelay -i vlan7 192.168.100.200
dhcrelay -i vlan9 192.168.100.200
dhcrelay -i vlan172 192.168.100.200

192.168.100.200 is my DHCP server, which also has the above-configured VLANs.
Do you see any wrong setting there?

I do not understand why you are using dhcrelay(8). The only reason to do so is to if your DHCPd server was on an untagged Ethernet. In my case, I do not use dhcrelay. My pair of dhcpd(8) servers are on tagged Ethernet. VLAN 5 is used by the servers for synchronization, while the subnets on VLANs 2 and 4 are bound to the dhcpd(8) daemon:

You still have ARP problems. As I mentioned in my first reply, this is either due to misbehaving client systems or a misconfigured network. As this is a different VLAN and a different device, I'm going to guess you have a misconfigured network.

I did not know that the dhcrelay was for this purpose.
As in their environment, I have my DHCP server on a tagged network.
Removed the entries dhcrelay -i entries workstations caught IP normally.
I will analyze. That may be the problem of both arp.
