It looks a little higher off the ground than a real dodgem should be. I'd suspect he's mounted it on go-cart chassis, and left the pickup on it for laughs. Laughs that the law don't seem to be sharing, it appears. He's a typical geek (although, is he a little off kilter? I suppose he could be standing on one foot - which is a typical geek stance!), so he'd be the type to do it.
