Default 97% of INTERNET NOW FULL UP, warn IPv4 shepherd boys

I think it's about time that the following net blocks get forcibly reallocated.

Code:
NetRange:       3.0.0.0 - 3.255.255.255

NetRange:       9.0.0.0 - 9.255.255.255
CIDR:           9.0.0.0/8
OrgName:        IBM Corporation

NetRange:       13.0.0.0 - 13.255.255.255
CIDR:           13.0.0.0/8
OrgName:        Xerox Corporation

NetRange:       15.0.0.0 - 15.255.255.255
CIDR:           15.0.0.0/8
NetRange:       16.0.0.0 - 16.255.255.255
CIDR:           16.0.0.0/8
OrgName:        Hewlett-Packard Company

NetRange:       17.0.0.0 - 17.255.255.255
CIDR:           17.0.0.0/8
OrgName:        Apple Inc.

NetRange:       19.0.0.0 - 19.255.255.255
CIDR:           19.0.0.0/8
OrgName:        Ford Motor Company
That's over 16 million unique IP addresses per company, Apple is the only one that appears to even use their assigned range for their publicly accessible websites.

It was wasteful to give private companies in the US entire /8 ranges, and in the case of HP, 2 full /8 ranges.

This is just a small example, the US military also has large portions of the IPv4 space for their own mostly internal uses.

Yes, that would be a necessary initial step.. the companies holding them should definitely donate them willingly, not that it's going to happen.
