Question Ubuntu Brainstorm? Server software suggestions please!

I'd like to find a similar sort of software, not ideatorrent, because that would require a full installation of drupal, but some very simple software for users to submit/vote on ideas/proposals for a semi-democratic committee that I'm on. I'd like to enable the people whom this committee serves to have a direct say and to be able to directly interact with the committee. They are allowed to come to meetings but as it is a monthly inter-state affair often requiring a lot of driving and time this would allow them to have their voices heard without physically attending the meetings.

(I'd really like to find something lighter weight than a full Drupal installation, I've had issues dealing with Drupal before!)

Did you look at forum software like Vbulletin? Alternatively a mailing list, a private Wiki, or Google Wave.

I wanted something with a little less overhead...

Maybe like reddit?

But I heard that was hard to install

I never used it myself, but what about http://en.wikipedia.org/wiki/WebDAV ?
The Apache module mod_dav offers this.

I need a way for non-computer-literate people to submit ideas and vote on them...

How would WebDAV help? I'm just curious...

It is my experience, that for a simple and straightforward tasks such as this, writing your own little program takes about the same or a shorter amount of time then searching for an existing program that does the same job.

I think we can call this "Carpetsmoker's Law" from now on
