Default a question about upgrading from pretty old version

As far as I know , in OpenBSD you can't upgrade for instance 5.2 to 5.4 unless you go through 5.3 first .

My question is : does the same rule govern NetBSD ?

I would check the NetBSD manual to be safe, from what I can see the upgrade replaces all files in base. Giving you the option of merging config files.
