Default Lisp can't build %.el

I'm trying to build emacspeak on the B&W and the error comes up that %.el cannot be made.
I will add more info after I log in later on a graphical browser.
Apologies for the ambiguity in this first post.

I downloaded emacspeak and untarred it.

Code:
gmake config
The system config ran.
Code:
gmake emacspeak
test -f lisp/emacspeak-loaddefs.el || make config
cd lisp: make
make: don't know how to make %.el. Stop in /home/huhu/emacspeak-33.0/lisp.
gmake: *** [emacspeak] Error 2
Am I supposed to run this through emacs?

Only guessing, but it looks to me like the recursive make is calling into regular BSD make instead of gmake. Not sure what the right thing to do is if that's the case.

I was finally able to find the old openbsd port of flite and emacspeak. Compiling will come after seeing how orca is working and building right now.
