In OpenBSD the compiler tool chain also is not in baseXX.tgz. You have to install the compXX.tgz file set.

With Bitrig the compiler is also not in their baseXX.tgz. But for reasons explained in https://github.com/bitrig/bitrig/wik...-on-first-boot it is a set of packages.
I don't see a big difference
