Default NSA and GCHQ target Tor network that protects anonymity of web users

On page 14 of the Tor stinks presentation you can read that the British GCHQ set up Tor nodes in the AWS cloud.

Does this mean Tor is efficient for anonymy or are there better alternatives but NSA wouldn't care about because the 'herd' are using Tor ?
