Question Adaptive QoS

Hello,

I'm trying to plan to implement some sort of traffic shaping/qos between my external firewall and internal lan.

What I would like to do is be able to set qos limits on users.

For example:

User A downloads/uploads 52GB of data exceeding quota of 50GB. User A is then throttled down to 10% of available bandwidth for the remainder of the existing month.

Anyone have any thoughts? Is this possible on FreeBSD/OpenBSD...etc?
