Default Custom keyboard layout

Are there any resources how to make my own keyboard map for wscons?
Under Windows 10 there is a layout which based on an english keyboard but with shortcuts for german umlauts(german international).

There are two relevant facilities you can access via wscons.conf(5): "encoding" and "mapfile". While I've used these, it sounds like what you may want to do is considerably more ambitious than what I've done. I hope this helps, but perhaps you've already looked at it.
