Ah that one, yes! It happened to me too a couple of times in the past.
Perhaps there's a relatively limited number of available IP addresses where you live, so when anti-spam/fraud filters ban entire problematic IP ranges, you get flagged too. Or perhaps Google's all-seeing eye noticed your location and thought it was dealing with a band of outlaws.
