Post Problem Bandwitdh Loose

Dear All
-------
I'm using squid and delay pools to manage the bandwitdh
I'm Using 512 Kbps.
And i'm using ipf.rules to block port.
And I wan to split into 3
1) 512 (10 User) Unlimited
2) 256
3) 128

But, when user in group 3 using internet (like p2p, bit commet and skype, etc),
all bandwitdh not use 128 but 512.
Can any one explain to me, and how can i manage bw.?

And, how can i block any user can use YM and another can't.
Cause In group 2, a few user just only use ICQ, but can't using browser internet, and can't using YM, but they still can using YM and other Messenger like trilian. How can i block that..?
