Default Router blocking downloading/ limit downloading

Hi, I'm currently using a dlink dsl2540B router. We have a lot of people sharing the internet in my apartment, but someone keep downloading endlessly to lag all of our internet. I talk to everyone about this and no one is willing to admit they are downloading or taking up the entire internet. Is there anyway i can block or limit everyone on the amount of internet they use? there are a lot of functions in dlink 2540B but i just don't know what to do with them. thanks
