Default IPSEC/L2TP VPN with Android

Can anyone point me in the right direction for configuring OpenBSD 6.1 IPeec/L2TP VPN with Android 5.0?

I tried following the below link but get IKE negotiation failed.

Hint's or direction on troubleshooting would be great.

Once you get the basic configuration set up per the guides the trick is to run "tail -n 20 /var/log/messages" after each attempt to connect and it will guide you home.
