Default enable telnet access

How do I enable telnet user access, meaning that I would allow telnet access only to particular username?

Eek! telnet! Eek!

telnet is not encrypted, and not considered secure, no one uses it anymore.
Use ssh instead, it's also easier to setup.

I have SSH, and I don't need it a friend of mine needs it to install SmartFoxServer (http://www.smartfoxserver.com/) he needs it to install that software so I kinda need to setup that for him. tnx

Shudder!

Look, really, tell him that telnet is unavailable. If someone is still making software that requires telnet, then he does not want to have anything to do with them. Anything that needs shell-ish access should be using ssh, without exception.

OK, you can, it is as simple as uncommenting a line in /etc/inetd.conf, but you really, really, do not want to.
