Do not use the primary server. A list of all the mirror servers (and the protocols they support) is located right here:

http://www.openbsd.org/ftp.html

Please select a server near you, from this list.

Try another server...

Something like http://piotrkosoft.net/pub/OpenBSD/ (Poland)

Or https://ftp.icm.edu.pl/pub/OpenBSD/ (Poland)

The last one is amazing...
Full OpenBSD mirror, from 2.0 to 6.2

We are failing to communicate.

The primary server (ftp.openbsd.org) supports HTTPS. And it works for me from here. It may be blocked for you.

But you should not use it. Select a different server. Choose one that is nearer to you.

There are 47 servers that support HTTPS. One must be closer to you than the primary server.

There are 20 servers that support HTTP, 49 servers that support FTP, and there are 42 which support RSYNC.

Please use a server nearer to you.

I think this server is overloaded.

I can connect to https://ftp.openbsd.org/pub/OpenBSD/, but I can't see the full packages list, the connection breaks up before the end.
I can see the scummvm package, nothing more

I can connect to https://ftp.fr.openbsd.org/pub/OpenBSD/ AND see the full packages list !

----------------------------------------------------

Edit :

Oops, maybe not overloaded...

Ok this issue ftp work but now I would ask about Gnome .I install full packages but I can't start Gnome .For me is not clear understanding this man .
#############################How to start it ##########
$OpenBSD: README-main,v 1.40 2017/04/16 12:43:20 ajacoutot Exp $

+-----------------------------------------------------------------------
| Running gnome-3.24.2 on OpenBSD
+-----------------------------------------------------------------------

(see "Cheat sheet" at the end of this file for a quick setup)

The GNOME desktop is composed of 2 meta-packages:
* gnome, for a standard GNOME installation
* gnome-extras, for a full GNOME installation

The "gnome" package is focused on generic usage to give the user the
choice to install his favorite applications for daily usage (i.e. PIM,
WWW browser, office and development applications have been left out on
purpose).

Starting GNOME
==============

DBus
----
Before running gnome-session(1), a system-wide D-Bus daemon needs to be
running ("messagebus" must be added to "pkg_scripts" in rc.conf.local(8)).

GDM
---
Session management requires the use of GDM as login manager, otherwise
some key features like screen locking, session tracking... will not work
properly. To do so, "gdm" must be added at the end of "pkg_scripts" in
rc.conf.local(8) (and "xenodm_flags" commented or removed).

GDM greeter language and character set is configured in:
/etc/gdm/locale.conf
Note that the variables set in this file will be inherited by the user session.
They can be unset/overriden in the user's .profile file.

It is *not* possible to change the GDM greeter keyboard input layout due to the
lack of systemd-localed support on OpenBSD.

Alternative (non-GDM) GNOME startup
-----------------------------------
*** NOT RECOMMENDED ***
To start GNOME without GDM, the following line needs to be added:
exec /usr/local/bin/ck-launch-session /usr/local/bin/gnome-session
to ~/.xinitrc when using startx(1) (console login)
to ~/.xsession when using xenodm(1) (or similar login)

mDNS/DNS-SD support
===================
The avahi-daemon(8) daemon provides Zeroconf support (aka. Bonjour /
Rendezvous) in GNOME. Several applications can optionally benefit from
it (e.g. the "Network" shortcut in nautilus(1)) while some others
will not work at all without it (e.g. seahorse-sharing(1)).

To make use of it, rc.conf.local(8) needs to contain the following line:
multicast=YES
and "avahi_daemon" must be added to "pkg_scripts" _after_ "messagebus".

LibreOffice integration
=======================
The gnome-documents manager and sushi previewer do not support Office type
documents by defaults (e.g. docx, .odt, .ods) but rely on unoconv to display
them. If such support is needed, `doas pkg_add unoconv` will take care of it.

Cheat sheet
===========
# rcctl disable xenodm
# rcctl enable multicast messagebus avahi_daemon gdm
# reboot

I assume you now have a working system. If so, congratulations. New problems (such as the ability to understand how to start Gnome) should be in a new Forum Thread.

But.. see if the "cheat sheet" at the bottom of the README file is enough to get Gnome started. If not, please come back for additional help. But try to ask in a new thread.

What are these commands?

The first commands disables the use of the xenodm(1) Display Manager. If you are not using it now, this command will not make any changes. It is necessary to do this to avoid any conflict by having both the xenodm() and GDM Display Managers running at the same time. GDM is a requirement for Gnome.

The second command enables the multicast setting and three daemons: messagbus, avahi, and GDM, which are required for Gnome.

The third command reboots your system, which will start all daemons, including the GDM Display Manager. Logging in through the Display Manager should give you your first Gnome session.
