This has been passionately discussed. I would advance that OpenBSD is simpler and derives most of its benefits from rigorous code review and Theo de Raadt's expertise in cryptography. OpenBSD configuration is done by editing scripts and *.conf files. SELinux tends to be more complex albeit with gui's
