While this issue might be solved in OpenBSD 5.6, in the interest of time & frustration, installing a snapshot of -current may be the best solution. If all of this effort results in a formal bug report, the project developers will first ask what is the observed behavior on -current, so you should see that going to the development branch now implicitly answers many intermediate questions.

If you are unfamiliar with -current, Section 5.1 of the FAQ will give you additional background..

I will try openbsd 5.6 then 5.7, but what can be the file system of the usb onto which I will install openbsd and how can I format to these file systems?

-current is not 5.7, but is development of a future 5.7. See OpenBSD FAQ 5.1 for a good description of how the development cycle operations, with a helpful graphic.

When you install, the appropriate filesystems will be created and formatted for you.

There are two partition layers, discussed in some detail in OpenBSD FAQ 4.5.3. All of the partitioning and formatting will be done for you automatically during install, if you take the defaults.

On our most popular architectures: amd64 and i386, there are two levels of partition: MBR and disklabel. The MBR partition defines all of OpenBSD' storage on a disk drive (or USB stick), and the disklabel defines individual filesystems within that space.

Recognize that OpenBSD 5.7 will not be officially released until 1 April 2015. -current will become 5.7, but is not 5.7 today.

The install script will format the base installation as FFS. Review of Section 4 of the FAQ may be needed. Section 14 of the FAQ contains useful information too.

It does not matter because the install script will format the selected MBR partition as FFS.

Each of the filesystems defined in the disklabel will be formatted as an OpenBSD Fast File System (FFS).

If you install onto a USB stick (or disk drive) and instruct the installer to use the Whole (w) drive and use the default automatic filesystem layout:
  • An MBR boot block will be installed in the first sector.
  • A single MBR partition will be created, of type 0xA6: "OpenBSD"
  • A disklabel will be created in the OpenBSD MBR partition.
The disklabel will describe all of the individual OpenBSD partitions. The specific partitions and sizes are based on the size of the drive and is described in the AUTOMATIC DISK ALLOCATION section of the disklabel(8) man page.

Ten easy steps to what you want, with two optional steps.
Step 1: Insert OpenBSD install CD into your Windows machine.
Step 2: Plug in hard drive that will be your portable hard drive.
Step 3: Reboot computer.
Step 4: Select Boot from CD (or equivalent) from your BIOS menu.
Step 5: Install OpenBSD but ensure that you install it on the plugged-in portable hard drive and not the internal hard drive that contains Windows.
Step 6: Reboot computer.
Step 7: Select Boot from External Device (or equivalent) from your BIOS menu.
Step 8: Configure OpenBSD to your liking.
Step 9: Shutdown computer.
Step 10: Remove portable hard drive and CD from computer.
(Optional)
Step 11: Turn computer back on and continue to enjoy Windows.
Step 12: Grab a stiff drink and celebrate.

The -current snapshot(s) will become 5.7, they are already 4 months of development beyond 5.6.

The Project does not rename -current with a new release number immediately. This typically happens at some point during the preparation for release, in the weeks before development winds down for new features/functions. The Project soon after announces a public "beta" test, and will have snapshots noted as such. Once testing has been completed, final development completes and release engineering begins.
