Looking at the
ports@ archives, there was mention of KDE power management back in April:

However, in searching through the
ports-changes@ archives, I don't see any check-in's on this topic, but I may have missed it. In any event,
any check-in's made after mid-February did not make it into OpenBSD 5.5.
As for directions to take from here, you could install
-current & test, but I would more strongly suggest posting as much information as you can provide
(including dmesg(8) output...) to the
ports@ mailing list. Information on subscribing & posting can be found at the following:

I don't recall many regulars here mentioning they use KDE
(I don't either...) and/or take advantage of all of its bells & whistles, so posting to
ports@ seems to be a justifiable & prudent action.
