Default ssh and cvs

I am trying to learn ssh and using it with cvs. I've never used ssh (or telnet) and upgraded my systems with server up till now.
With ssh, do I use key-gen as regular user for cvs, upload the pub key to a cvs server and then upgrade via cvs as sudo or do I make a key as root and then use cvs?
Perhaps either way will work?

I would think that you run key-gen as the user you will be making the _connection_ to and give the pub key to users who will be connecting to that account.
