Default remove password complexity

Hi everybody.
I just installed an OpenBSD 4.7.
Now i want to change my password.
If i want for example change it for a simple password like "test", i can't.
Therefore, i add in my /etc/login.conf :
:minpasswordlen=4:

It ask me a password with complexity.
How can i remove this restriction ?

Using the default OpenBSD install, I use 'test' as a password on my installations which are purely for testing and will be destroyed. I have never been disallowed the use of 'test' as a root password.

During installation, i know i can put "test" as password, there's no restrictions.
But after the reboot, when we use OpenBSD console, we can't change password without a complexity. for example it is not allowed to put a password like 123.
