That's over 16 million unique IP addresses per company, Apple is the only one that appears to even use their assigned range for their publicly accessible websites.
It was wasteful to give private companies in the US entire /8 ranges, and in the case of HP, 2 full /8 ranges.
This is just a small example, the US military also has large portions of the IPv4 space for their own mostly internal uses.
