Haven't been able to access the link, so I'm going to guess it's poor wording, as in he meant

4 new sysctls from OpenBSD to avoid ipv6 DoS attacks

or

4 new sysctls to avoid ipv6 DoS attacks, from OpenBSD

Sometimes, punctuation is everything.
