The errors are related to partial packages, due to the interruption.

Any ".lib*" packages are normally older libraries that have been replaced by newer libraries, but must be retained because of packages that still depend upon them. However, the package names include "partial" so these are transitions which were interrupted.

You could individually delete these, and the packages that depend upon them, and then reinstall. Or, you could delete all packages and reinstall, with something like:
Code:
# pkg_info -m > my.packages
# pkg_delete -X
# pkg_add -zl my.packages
The -m option excludes any dependencies that were automatically installed. See pkg_info(1).

The -X option deletes all packages. You'll be prompted to ask about firmware, which you should leave in place. See pkg_delete(1).

The -z option ignores version numbers in the package list, and the -l option uses an external file for the package list. See pkg_add(1).

The pkg_check() program also noted that your locate(1) database is incorrect. You can wait to see if the next weekly(8) cron job corrects it, or, run locate.updatedb(8) manually.

It may not be your ISP. Try a different mirror. You can use ping(8) and traceroute(8) to determine which mirror sites may provide better connectivity and performance.
