I do not see any signs of low literacy level in that statement. It seems quite straightforward to me. The author is questioning the use of resources to maintain a utility that automates a process and is only available for two architectures. Others can agree or disagree with the opinion, but disagreement does not equate to the opinion holder lacking language fluency. (I made this post, because people with low fluency in the language often accuse me of not being a native speaker when they do not understand my elegant prose. It is never because my vocabulary and grammar are better than theirs.
This post is off-topic, but the topic is a pet peeve of mine.)
