What makes you assume that cdn.openbsd.org is a Canadian mirror?
CDN stands for "content delivery network," see the Wikipedia article here:
https://en.wikipedia.org/wiki/Content_delivery_network
It will select the fastest mirror for you, which may or may not be located in Canada.
