This looks like a malformed URL. What are the '$' supposed to be expanded into? Also, remove the trailing slash (make it end with 'All' and as opposed to 'All
/'). A properly formatted PKG_PATH for your use case would be

You can set this repo (without quotation marks) in /usr/pkg/etc/pkgin/repositories.conf for pkgin to use.
pkgin-20.12.1 is not at patch level -1 for 9.1/i386 platform, remove *nb1*; the correct URL is:
https://ftp.netbsd.org/pub/pkgsrc/pa...in-20.12.1.tgz (notice pkg_add/pkgin speak SSL, so you can safely fetch binary packages over an encrypted network).
