Default Provenance

Did not any bureaucrat in the White House ever hear of provenance? According to https://en.wikipedia.org/wiki/Provenance :

I think everybody is astonished first by the classified documents kept by Trump, and now similar classified documents found in Biden's previous office and house.

The real issue is not that they have been found, but that they were never missed!

So there is no system that keeps track of these sensitive documents, who has them and why they have not been returned.
It is really ridiculous that people worry about leaking secrets, spies and foreign agents when there is not a system that every museum of library has.
