Default pkgin: empty local package list.

Hi all,

I am getting this strange message for a couple of days when upgrading packages:

# pkgin full-upgrade
pkgin: empty local package list

I am using NetBSD 9.2_STABLE branch and the packages where recently updated to pkgsrc-2021Q3 released, any idea what's going wrong ?
