Default Queuing with PF and ALTQ

Is anyone willing to share their knowledge or a link to a guide that is *very* newbie friendly regarding queuing with PF/ALTQ?

I tried reading the guide in OpenBSD's handbook and it's a bit over my head.

All I need is a simple ruleset to limit all clients to 128Kbps, and then create an exception for one or two machines.
