According to https://en.wikipedia.org/wiki/USB_video_device_class OpenBSD support for UVC has been added in 2008.

The relevant man page gives a list of webcams that work: http://man.openbsd.org/OpenBSD-current/man4/uvideo.4
Some webcams needs firmware which you may have to install with fw_update

For me, I had to set:
kern.video.record=1
per:
https://www.openbsd.org/faq/faq13.html

and skip frames (because the camera doesn't adjust for the low-light situation until after the first few frames).

Sample command:
fswebcam --skip 20 --jpeg 95 --save snapshot.jpg
