There are many possible causes for resolution delay. Root cause determination will have to be step-y-step. To me, the most likely to research first is your outbound domain traffic to your first nameserver. If there is no response received -- for any number of reasons, including being blocked outbound or on return -- after a timeout, resolution will move on to your second nameserver ... which apparently succeeds in less than 8 milliseconds.
Figure out which nameserver is resolving domain names for you with either nslookup(1) or dig(1). The dig(1) utility will tell you how much time the query took for a response. If it isn't your primary nameserver at 4.4.4.4, that may help narrow down a solution. As for resolv.con(5), by default it is managed by resolvd(8). You can disable resolvd(8) by using rcctl(8) if your use-case requires something special and unique. |

In my case, the culprit DNS was 4.4.4.4 |
